New Regulations: The Indian government has proposed a new revised law. With this, only one document will be needed for a variety of duties and services, like applying for a driving licence, an Aadhar card, a passport, or marriage registration. Now, simply the birth certificate will be used to create all of these documents. Beginning on October 1, this new regulation will be in force.

The Registration of Births and Deaths (Amendment) Act, 2023 was approved by Parliament during the previous monsoon session. On August 11, President Draupadi Murmu approved of this at the same time.

“In exercise of the powers conferred by sub-section (2) of section 1 of the Registration of Births and Deaths (Amendment) Act, 2023 (20 of 2023), the Centre The government will implement the provisions of the said Act from October 1, 2023,” Mrityunjay Kumar Narayan, Registrar General and Census Commissioner, stated in a notification.

Whom do these rules relate to?


The Registration of Births and Deaths (Amendment) Act, 2023 makes provisions for the use of a birth certificate as a single document to show the date and place of birth of a person born on or after that date.

From October 1, the following processes will be made easier: college and school admission, driver’s licence applications, voter registration, Aadhar card and passport applications, marriage registration, and appointment to any position in the federal or state governments. Alternatively, a birth certificate will do.

This will assist in building a national and state-level database of births and deaths that are registered, which will ultimately ensure effective and transparent delivery of public services and social benefits as well as their digital registration.
